This is called the Social Dominance theory, in which the dominant group (in this instance being men) see any gain of the subgroup (in this instance being women), as a loss to the dominant group. The dominant group may allow a small gain, such as voting, but when the subgroup continues to gain the dominant group tends to react in a way to protect the dominance of the group. Example, allowing easier access to Birth Control while socially condemning those who use, and allowing most business owners to not include it in their health care plans.
